Evaluation of service aged 69- and 115-kV XLPE cables. Final report

Southern California Edison removed five 69 kV XLPE cables from service energized between 1972 and 1982. The cables, removed for circuit changes, were in service for 6 to 23 years. One cable installed in 1972 failed after 23 years. These and two spare cables made in 1970 and 1971 kept in storage were evaluated. Baltimore Gas and Electric removed one 115 kV XLPE cable from service which was energized in 1975 and failed in 1995. This cable along with a spare from the same production run, kept in storage, were evaluated. All components of the cables and spares were evaluated in accordance with current AEIC specifications as well as special tests and found to show little signs of deterioration except for ac breakdown. The 69 kV XLPE cable has breakdown levels ranging from 260 to 460 V/mil and 380--450 V/mil for the spare cable, compared to 680 V/mil, the only previously reported value. The 115 kV XLPE cable had a breakdown level of 400 V/mil and the spare 250 V/mil. The above cables are low-stress cables. Modern cables operate at higher stress, taking advantage of cleaner insulation with smoother shields. Caution is advised in using older, low-stress cables placed in storage.
