The two crucial problems in traffic network and trip forecasting are {open_quotes}trip distribution{close_quotes} and {open_quotes}traffic assignment{close_quotes}. There are interrelated and interdependent problems either in theory or in practice, because in the problem of trip distribution, trip fares (resistances on network links) are needed as parameters in order to solve the O-D (origin-destination) trip matrix, and in the problem of traffic assignment, the resistances on network links (trip fares) are also functions of trip flow. The problem of traffic resistance is linked with and used as a variable in the above two problems. These problems have been studied over hundred years. In the past, it was presumed that the resistance on network link is not a variable but a constant, obviously the reliability i the solution would no longer be effective. After 1974, the combined trip distributions and traffic assignment models (CDA) were arisen, which depended on principle of {open_quotes}Information Min{close_quotes} or {open_quotes}Entropy Max{close_quotes} to establish a nonlinear programming model. In these models the factor of traffic resistance had been omitted (Evans and Frank-Wolfe). In this paper, we solve a heuristic method for the problem and bear out the following theorems: (1). The solution is existence. (2). The solution is only if it exists. (3). The convergence of the solution. (4.) The solution is satisfied the first equilibrium principle of Wardrop. This method and the software (VPM) were applied successfully to the scientific task: The Longrange (30 years) Highway Network Planning of Hunan Province of P.R. China.
