HCFC producers get short shrift from European Council

European Union (EU) Environment Council ministers have chosen to phase-out hydrochlorofluorocarbons (HCFCs) in 2015, 15 years before the deadline agreed to last year when the ozone-protection accord, the Montreal Protocol, was revised. Elf Atochem (Paris), Europe`s leading investor in HCFC-141b and HCFC-142b capacity, appears satisfied with the decision, despite lobbying heavily against the plan while while it was being drafted.
