A novel cost-effective approach to preparing a NO{sub x} RECLAIM compliance plan for a facility in southern California

The Regional Clean Air Incentives Market (RECLAIM) program of the SCAQMD required that a facility in Southern California reduce their NO{sub x} emissions by 90% over a period of nine years from 1994 through 2003. If applied to the NO{sub x} sources at the facility as currently configured, this plan would have required expensive emission controls to be applied to every source at the facility. Instead, Radian developed a novel cost-effective approach to preparing a RECLAIM compliance plan. As part of the compliance plan, they included innovative options such as energy efficiency and alternative energy measures to reduce their dependence on fossil fuels. They also took advantage of the facility-wide emission cap concept to propose equipment consolidation and to select appropriate sources to apply emissions controls to. Capital and operating cost estimates were developed for all options, and the costs were compared with the cost of tradeable air emission credits. The result was a compliance plan with a cost estimate which represented only a small fraction of the original compliance cost estimate. Several of the measures had negative costs -- they actually made money for the facility by reducing their energy costs.
