Guide for risk based corrective action (RBCA) for protection of ecological resources

ASTM Committee E50 on Environmental Assessment in Subcommittee E50.04 on Voluntary Cleanup has initiated development of a standardized approach to risk based corrective action (RBCA) for protection of ecological resources. As developed in the human health based ASTM E 1739-95 Guide for Risk-Based Corrective Action Applied at Petroleum Release Sites and draft, Provisional Guide for Risk Based Corrective Action to be applied at any chemical release site, the new standard will describe a logical sequence of activities and decisions to be followed from the time a release occurs until regulatory closure is achieved. The standard will outline an approach for managing chemical release sites by integrating site assessment, ecological risk assessment, risk management, and remedial action into a technically defensible framework. The standard will incorporate a tiered approach, with increasing complexity at higher tiers. The paper will discuss the overall approach to developing the standard, and the status of the standard at meeting time.
