Title: Issues in monitoring for PM 2.5: Reference and equivalent methods, network design, area representativeness, and sampling frequency

The US Environmental Protection Agency was under court order to complete review of the national ambient air quality standards for particulate matter (PM) and propose any revisions to them by November 29, 1996. EPA remains under court order to issue the final promulgation by June 28, 1997. EPA has proposed to add 24-hour and annual PM 2.5 standards, to retain the annual PM 10 standard, and to consider deleting the 24-hour PM 10 standard. The proposed measurement method is based on mass measurement of particles collected by a sampler that collects half the 2.5 micrometers (m) particles with a relatively sharp discrimination that excludes particles much larger than 2.5 m in diameter. EPA is proposing selection of monitoring sites that represent PM 2.5 concentrations over significant areas, not localized high concentrations, and monitoring network design that measures the contribution of regional transport to urban concentrations. Because of considerable concern expressed by the EPA Clean Air Scientific Advisory Committee (CASAC) about the direction of EPA`s development of a federal reference method (FRM) for monitoring PM 2.5, EPA formed a CASAC technical subcommittee for fine particulate monitoring, which developed recommendations concerning EPA`s PM 2.5 FRM and for sampling frequency and network design requirements. This paper summarize and analyzes the issues involved and EPA`s FRM and network design proposals published December 13, 1996. It also reviews the additional sampling and analysis beyond EPA FRM requirements that are needed to do source apportionment of PM 2.5 and the pressures on state and local air management agencies to spend the additional resources needed to determine the sources contributing to measured PM 2.5 concentrations.
