An air pollution control strategy for Chongqing

During the period 1992--1996, Environmental Resources Management (ERM) collaborated with the Chongqing Institute of Environmental Science in the development of an air pollution control strategy, designed to alleviate the severe air pollution problems experienced by the city of Chongqing in south west China. As a consequence of the very high sulfur content coal, which is the prime energy source, daily average concentrations of SO{sub 2} often exceed 600 {micro}g m{sup {minus}3}. After collating information on the existing environment, the effects of the air pollution and compiling a detailed emissions inventory, modeling techniques were used to simulate both the air quality and the economic development of Chongqing up until 2005. An economic model was also constructed to optimize the mix of control measures. The latter aspect was especially important to this study, given the need to produce a least cost strategy. Using this work as a case study, this paper seeks to show how a solution to an air quality management problem can be found by close collaboration between two groups and also the value of close collaboration between specialists with different skills throughout the life of a project such as this. The integration of economics and technical aspects of air pollution is especially pertinent in this respect. Optimizing the control strategy with respect to costs and benefits also has implications for the sustainability of economic development in Chongqing.
