Receptor model-based evaluation of NO{sub x} reductions effectiveness in ozone abatement strategies for two nonattainment regions

A receptor model based ozone calculation technique was used to predict the effect that reductions in NO{sub x} concentrations would have on ozone production in the nonattainment regions studied in the Lake Michigan Ozone Study (LMOS) and the Southeast Michigan Ozone Study (SEMOS). Model predictions of ozone were found to agree reasonably well with measured ozone downwind. The use of receptor model sample specific source emissions estimates as photochemical input appears to produce realistic ozone predictions. The percent changes in predicted ozone due to 50% VOC and 50% NO{sub x} reductions were computed for each episode day and each site in LMOS and SEMOS. Based on these ozone sensitivity calculations, NO{sub x} reductions in the LMOS region appear to produce overall ozone decreases in downwind areas and do not seem to significantly affect attainment of the current ozone NAAQS. However, NO{sub x} reductions in LMOS urban areas appear to produce overall ozone increases downwind and increase exceedances of the NAAQS. In the SEMOS region, NO{sub x} reductions appear to produce overall ozone increases and increase exceedances of the NAAQS. NO{sub x} reductions in LMOS urban areas and in Southeast Michigan are likely to have detrimental effects on attainment of the current or proposed new ozone NAAQS. However, it was also found that NO{sub x} reductions may be most beneficial under conditions which favor the formation of elevated ozone levels.
