High-resolution emission inventory generation under the Voluntary Early Ozone Plan for the Greater Phoenix metropolitan area

This paper describes an emissions inventory with a high degree of spatial and temporal resolution developed for the Phoenix Voluntary Early Ozone Plan (VEOP). The Phoenix VEOP was developed to evaluate the attainment of the federal ozone standard using the Urban Airshed Model. The gridded, hourly inventory was developed for VOC, CO, NO{sub x}, and toxics species using the Geocoded Emissions Modeling and Projections (GEMAP) system. Inventories were developed for specific 1996 days and were projected to future years. The emissions files used in the model performance evaluations covered day-specific point sources, area and nonroad sources, motor vehicles, and biogenic sources. The project included a review of local emissions-related data used in the VEOP modeling. In addition, the study included the creation of improved spatial surrogates for gridding area source emissions. Special attention also was given to specifying temporal profiles used for some of the larger categories of VOC and NO{sub x} emissions, including weekday/weekend operating differences.
