The NIST Building Life-Cycle Cost (BLCC) computer program provides economic analysis of proposed capital investments that are expected to reduce long-term operating costs of buildings or building systems. It is especially useful for evaluating the costs and benefits of energy conservation projects in buildings. Two or more competing designs can be evaluated to determine which has the lowest life-cycle cost. Or a project can be compared against a `do-nothing` base case where no capital improvements are made to reduce further costs. Economic measures, including net savings, savings-to-investment ratio (SIR), adjusted internal rate of return (AIRR), and years to payback can be calculated for one alternative relative to the base case or to another related alternative. BLCC can perform LCC analysis for the following analysis types: Federal Analysis: Energy Conservation Projects (FEMP); Federal Analysis: Project subject to OMB Circular A-94 Guidelines; Private Sector: Projects with tax analysis; Private Sector: Owner-occupied houses (limited tax deductions); General LCC Analysis: Public and private sector analyses without tax analysis or special LCC evaluation criteria; MILCON--Military Construction: Energy-related Projects; MILCON--Military Construction: Non-energy-related Projects.
