Integrated gasification combined cycles (IGCCs) provide a clean way to generate power and to provide process heat and chemical feedstocks from coal and alternate fuels. The IGCC market is expected to expand as more plants are configured to produce syngas and other byproducts as well as electric power and process heat. A performance test code is currently being written to define procedures for testing the performance of these plants. It will be different from previously written performance test codes in four areas: the ability to test major subsystems and the overall plant; the evaluation of multiple product output streams along with power; the ability to determine process efficiencies using conventional or alternate fuels in cogeneration or tri-generation applications; and, the capability to measure quantities in high-pressure, high-temperature fuel gas streams that significantly affect the operation and emissions of an IGCC plant. This paper describes the purpose of the new IGCC code, the types of gasification power plants within its scope, and the technical challenges involved in its progress toward publication.
