One objective of the Rocky Mountain Arsenal (RMA) ecological risk assessment was to characterize the magnitude and spatial extent of potential risks to terrestrial biota from existing contamination on post. The basis of the risk characterization was the calculation of hazard quotients (HQs) for each biota target receptor and chemical of concern (COC). The HQs represented the ratio of a measured or predicted tissue concentration for bioaccumulative COCs to a derived maximum acceptable tissue concentration (MATC) or the ratio of a calculated intake to a toxicity reference value (TRV). The MATCs and TRVs were termed ``toxicological threshold values.`` The MATCs represent maximum whole-body concentrations of bioaccumulative chemicals that are unlikely to cause harmful effects to specific receptors. The TRVs represent estimates of daily dose that are likely to be without an appreciable risk of harmful effects to target receptors. Both and MATCs and TRVs were derived from literature and may have uncertainty factors spanning an order of magnitude or more to account for uncertainty associated with extrapolating toxic effects observed in field or laboratory studies to target receptors at RMA. This presentation will focus on the derivation and implementation of these toxicological threshold values -processes which involved the integration of science, policy, law, and perception.
