Graded approach to substation preventive maintenance activities

As the electric market transitions to a competitive economy and each state structures its own deregulation plan, utilities across he country are seeking new processes and tools to reduce their transmission system operating and maintenance costs. In the spring of 1997, Duke Engineering and Services (DE and S) transformed the preventive maintenance optimization process used in power generation facilities and applied the techniques to the transmission system. The resultant graded maintenance program effectively addresses all of the desired program attributes. The process was validated on a portion of the DPCo Transmission and Delivery System. Results of the process indicated that improved system reliability; better allocation of maintenance resources; and lower maintenance costs are all possible. DPCo is currently performing an independent evaluation of the process on other portions of their Transmission and Delivery System.
