Chemical-spill tests foster improved air pollution control strategies

The Clean Air Act mandates the Environmental Protection Agency to required owners or operators of emissions sources where regulated substances are present to prepare and maintain a risk management plane and an emergency response plan. Each risk management plan must include an assessment of the potential effects of releasing any regulated substance. Each hazard assessment, in turn, must contain an estimate of potential released quantities and a determination of downwind effects. Risk management plans must be submitted to the Chemical Safety and Hazard Investigation Board, the state and the local emergency planning committee. CAAA requires the Department of Energy to make the Liquefied Gaseous Fuels Spill Test Facility (Nevada Spill Test Facility) near Mercury, Nev., available to industry, federal agencies and other interested parties to conduct spill and mitigation research. The law also requires EPA and DOE to cooperate in overseeing experimental and analytical research at the facility.
