Implementation of ecological assessment in southern California

Under the Department of Defense Installation Restoration Program for the Navy, an ecological assessment was undertaken as part of a remedial investigation at a southern California naval facility. The work plan that was implemented was the result of negotiation and collaboration between the Navy and federal and state natural resource regulatory agencies. The facility is located on a natural lagoon connected to the Pacific Ocean and supported by a large tidal wetland system. In addition to issues related to the intrinsic values of the wetlands, the agencies were concerned about the effects of implementation of the studies on several special status species that use the facility. The ecological assessment involved sampling of vegetation, mammals, fish, benthos, sediment, and water at eight sites. In addition, a bathymetric survey and tidal study of the lagoon were undertaken to support the studies. Sampling was constrained by the anticipated and early presence of special status species. Coordination of the field program was critical to minimizing impact on the special status species and completing the sampling by the required end date. Initial sampling resulted in recommendations for the remainder of the ecological assessment and the identification of potential interim actions that would provide early restoration of habitat on the facility.
