As the non-utility generation (NUG) industry upgrades and expands, the volume of ash to be disposed of will also increase. This, coupled with increased environmental controls, will dramatically increase the volume of ash produced in the United States over the next ten years. Non-utility generators, including cogenerators such as the pulp and paper industry, have traditionally looked to landfills for the disposal of their ash. With the tighter environmental controls being placed on landfills at the federal and state level, NUGs are beginning to see constantly escalating tipping fees which now make the landfill option less attractive. In some instances, landfills are beginning to refuse to accept ash regardless of the tipping fee. In view of this, the NUGs are now struggling to find a place to stash their ash. Other disposal alternatives such as backhaul to the mine and beneficial reuse are now being considered. Either alternative presents its own set of technical and environmental variables to be considered in developing an effective ash management plan. To be effective, these plans need to incorporate an aggressive, yet realistic, role to support beneficial reuse of the ash. Many applications exist for reuse of the various types of ash; however, NUGs must be willing to accept the challenges posed in developing these reuse applications.
