Transmission pricing: Allocating costs among users
Transmission Cost Actual Path Pricing (TCAPP) is an actual flow, distance-based transmission pricing method. TCAPP combines the power flow that a transmission customer produces on each and every power transmission facility (line or substation) with the embedded cost of each and every transmission facility impacted to create a transmission price. An example TCAPP calculation is done with the following method: If a transaction causes a 10 MW change in flow in a facility, and the sum of all changes in flow from all transactions (including native load) is 100 MW, then the 10 MW transaction should pay 10% of the cost of the facility. Total price for transmission service is the sum of cost allocations for all facilities impacted. A detailed description of the TCAPP method is given.
