The {sup 2}H,{sup 12}C,{sup 40}Ca,{sup 208}Pb({pi}{sup +},{pi}{sup +}{pi}{sup {plus_minus}}) reactions have been studied at {ital T}{sub {pi}{sup +}}=282.7 MeV, and the {pi}{sup +}{pi}{sup {plus_minus}} invariant mass distributions {ital M}{sub {pi}{sup +}{pi}}{sup {plus_minus}}{sup {ital A}} measured down to the 2{ital m}{sub {pi}} threshold. The {ital M}{sub {pi}{sup +}{pi}{sup {minus}}}{sup {ital A}} yield near threshold is close to zero for {ital A}=2, and increases dramatically with increasing {ital A} (from 12 to 40 to 208). A phase analysis indicates that the {pi}{sup +}{pi}{sup {minus}} pairs in this range of {ital M}{sub {pi}{sup +}{pi}{sup {minus}}}{sup {ital A}} have {ital J}={ital I}=0. In the case of {ital M}{sub {pi}{sup +}{pi}{sup +}}{sup {ital A}}, there is some strength near threshold regardless of {ital A}, and the {pi}{sup +}{pi}{sup +} pairs have {ital J}=0, {ital I}=2. The experimental results indicate that nuclear matter strongly modifies the {pi}{pi} interaction in the {ital J}={ital I}=0 channel. {copyright} {ital 1996 The American Physical Society.}
