Risk management plans for ethylene plants

The 1990 Clean Air Act Amendments (CAA) require many domestic chemical manufacturers to implement a written risk management plan to control the release of highly hazardous chemicals to the environment and the surrounding community. Building upon the requirements imposed by the OSHA Process Safety Management Standard (29CFR1910.119) which focused on workplace effects, this section of the CAA requires consideration for off-site consequences and includes a formal risk assessment for worst case scenarios. This paper will describe the impact of these CAA risk management plans as they apply to ethylene producers. This paper will provide guidance based upon Stone and Webster`s project experience with the California RMPP, New Jersey TCPA, OSHA PSM and international regulations, along with risk assessment experience performed for several grass-roots ethylene projects. Specific ethylene plant release scenarios and their corresponding impact will also be discussed.
