Along with this rapid expansion has come an equal increase in construction and demolition (R and D) projects and, of course, a large amount C and D debris. The most recent figures from the Florida Department of Environmental Protection (DEP) show that about 25 million tons of C and D is generated each year, comprising 24.2% of the state`s municipal solid waste (MSW) stream--one of the highest percentages in the nation. On average, about one-third of this C and D fraction is recycled, DEP says. Anticipating the vast potential of these wastes, Atlas Environmental, Inc. (Plantation, Fla.), a soil remediation company, has, for the past few years, sought to capitalize on the Florida C and D market that, until recently, has been fragmented and uncoordinated. After purchasing several materials recovery facilities (MRFs) and landfills in Dade, Broward, Palm Beach, and Collier counties in the last two years, Atlas claims it is the largest C and D processor in the state, handling 4,000 tpd, employing 200 workers, and reaping $28 million in revenues for 1995.
