We analyze charm meson semileptonic decays using the measured ratios {Gamma}{sub {ital L}}/{Gamma}{sub {ital T}} and {Gamma}{sub +}/{Gamma}{sub {minus}} from {ital D}{r_arrow}{bar {ital K}}{sup {asterisk}} and the branching ratios for {ital D}{r_arrow}{bar {ital K}}{sup {asterisk}} and {ital D}{r_arrow}{bar {ital K}}. First we introduce the light vector mesons in a model which combines the heavy quark effective Lagrangian and the chiral perturbation approach. We propose a method which predicts the behavior of the form factors. Using the available experimental data we determine the values of some model parameters and reproduce the observed branching ratios for {ital D}{sub {ital s}}{r_arrow}{Phi}, {ital D}{sub {ital s}}{r_arrow}({eta}+{eta}{sup {prime}}), and {ital D}{r_arrow}{pi}. We make predictions for the yet unmeasured branching ratios and polarization observables. {copyright} {ital 1996 The American Physical Society.}
