We report measurements of the far-infrared transmission of superconducting YBa{sub 2}Cu{sub 3}O{sub 7{minus}{delta}} thin films from 5 to 200 cm{sup {minus}1} in fields up to 14 T. A Kramers-Kronig analysis of the magneto- transmission spectrum yields the magnetoconductivity tensor which is found to be dominated by three terms: a London term, a low frequency Lorentzian ({omega}{sub 1}{approx_equal}3 cm{sup {minus}1}) of width {Gamma}{sub 1}=10 cm{sup {minus}1}, and a finite frequency Lorentzian of width {Gamma}{sub 2}=17 cm{sup {minus}1} at {omega}{sub 2}=24 cm{sup {minus}1} in the hole cyclotron resonance active mode of circular polarization. {copyright} {ital 1996 The American Physical Society.}
