The Bloch-Elwert structure as a universal manifestation of the rate of {open_quote}{open_quote}Soft{close_quote}{close_quote} inelastic collisions in plasmas: Bremsstrahlung, electrical conductivity, ionization loss

The interrelation is traced and a mutual intrinsic identity at the {open_quote}{open_quote}model-level{close_quote}{close_quote} is demonstrated between various plasma phenomena governed by distant electron-ion collisions whose rates{close_quote} dependencies on the Coulomb parameter {ital Ze}{sup 2}/{h_bar}{ital v} are described by a single universal {open_quote}{open_quote}Bloch-Elwert structure{close_quote}{close_quote} (BES) namely low-frequency Bremsstrahlung, electrical conductivity, and ionization loss of fast particles. In connection with the fact that the original derivation of the BES has been performed by the impact-parameter ({rho}) method which in turn caused a sort of a {open_quote}{open_quote}Bohr-Bloch controversy{close_quote}{close_quote} the Eikonal Approximation of quantum mechanics is invoked which provides a consistent and lucid quantum-mechanical interpretation of {rho} and its extremes {rho}{sub min} and {rho}{sub max} thus resolving the above-mentioned controversy. {copyright} {ital 1996 American Institute of Physics.}
