A Rydberg atom placed in crossed static electric and magnetic fields is presented as a new testbed for phenomena not possible in two degrees of freedom. We compute the Arnol{close_quote}d web for this system and explore the time scale and the physical consequences of diffusion along this web. {copyright} {ital 1996 The American Physical Society.}
