A master formula approach to chiral symmetry breaking is used to derive a general on-shell formula for {pi}{pi} scattering. Comparison with experiment shows that the {ital P}-wave {pi}{pi} scattering amplitude is strongly constrained by the electroproduction data in the {rho} region. {copyright} {ital 1996 The American Physical Society.}
