Relative double differential cross sections for electron emission in collisions of heavy projectile ions incident on H{sub 2}, He, and Ar targets were measured for observation angles of 0{degrees} to 90{degrees} with respect to the beam. The measurements were performed over a wide range of projectile charge states (q = 5 to 28) and energies (0.6 to 3.6 MeV/amu). Diffraction effects in the production of binary-encounter electrons, which can be prominent at lower collision energies, were observed even at the higher energies. Energy shifts of the binary-encounter peak from the classical position were found to be dependent on the projectile charge and the angle of observation. The experimental cross sections are compared to a quantum-mechanical impulse approximation and classical nCTMC calculations. Multiple-ionization processes are shown to be important in modeling the ejected electron spectra.
