We have measured the alignment and orientation parameters of several states of Ar{sup +} formed in the two-electron process of transfer and excitation in He{sup +}-Ar collisions. The measured orientation parameter < J{sub y} >/J(J + 1) for the (3p{sup 4} 4p) {sup 2}F{sub 7/2} state of Ar{sup +} approaches a value of -0.15 for small scattering angles. This result can only be interpreted as resulting from a net circulation of both the inactive 3p electrons and the active 4p electron. We find the circulation is in agreement with the propensity rule.
