The spector of retail competition that is looming on the electric industry horizon is playing havoc with utility and public utility commission (PUC) attitudes toward DSM. Why is this happening, and what does it mean for gas utilities and the future of utility-sponsored DSM? and what`s going on from the broader viewpoint of integrated resource planning (IRP)? The paper explains how what appears to be conflicting utility views actually represents different interpretations of how to become a low-cost but customer-friendly provider of energy services. The paper also discusses the use of IRP as a strategic planning tool, learning to be proactive, and increasing expectations of consumers.
