The high spin levels in {sup 84}Zr have been populated through the {sup 59}Co({sup 28}Si,{ital p}2{ital n}) reaction using 98 MeV {sup 28}Si beam. Lifetime measurements for the 20{sup +} and 22{sup +} levels in the yrast positive parity band using the line-shape analysis method gave values nearly a factor of 2.5 larger compared to those reported earlier{emdash}indicating a smaller deformation at high spins for {sup 84}Zr. The transition quadrupole moments obtained from the present measurements show a decrease at {ital I}{approximately}8{h_bar} and an increase at {ital I}{approximately}16{h_bar}. Theoretical calculations using the Nilsson model with the Woods-Saxon potential show that this decrease (increase) is directly related to the 2{ital p} (2{ital n}) alignment in high (low) {Omega} orbitals. {copyright} {ital 1996 The American Physical Society.}
