Some training cannot be counted in hours

The requirements for training personnel at facilities classified as large quantity generators of hazardous waste have been with us for 18 years. Given the vast numbers of generators who have had to grapple with these regulations, one might expect that questions about the content, length and frequency of training would have been resolved long ago, however, this is not the case. This paper describes goals of a training program.
