Quality assurance plans for continuous emission monitoring systems: Compliance with 40 CFR Part 75

Quality assurance (QA) plans are required for each continuous emission monitoring system (CEMS) operated under 40 CFR Part 75. The quality assurance plan must contain the requirements outlined in Appendix B to Part 75. A thorough, comprehensive quality assurance plan includes all aspects of the operation and maintenance of a continuous emission monitoring system and it exceeds the minimum requirements outlined in the regulations. The quality assurance plan must detail routinely checked items to ensure that the monitoring systems are functioning properly and should include copies of the forms or check lists used. The QA plan must include provisions for calibration and linearity checks, and Relative Accuracy Test Audits (RATAs). Schedules and descriptions of preventive maintenance, lists of gas and monitor ranges, details of operating procedures, and procedures for record keeping, data validation, and reporting should be included. Compliance with the quality assurance requirements of 40 CFR Part 75 entails extensive record keeping. The quality assurance plan must list the records kept on file at the monitoring location. The plan must indicate the location of the files. Records should be audited periodically by someone who is not part of the routine operation and maintenance of the system. Documentation of any changes to system components must be kept. The monitoring plans submitted to the US Environmental Protection Agency (USEPA) and the USEPA certification documents must be maintained with the plan. The quality assurance plan must be periodically reviewed to ensure that procedures in the plan reflect actual operation.
