Managing allowances and operations in Phase 1: Underutilization, compensating generation, and substitution units

Phase 1 utilities must respond to complex regulatory provisions regarding underutilization, compensating generation, and substitution units. These provisions affect the number of emission allowances allocated to utilities, and have the potential to require utilities to surrender allowances to EPA if Phase 1 generating units are underutilized. Beginning-of-year projections of utilization are subject to significant uncertainty, and compensation and substitution decisions do not have to be made until near the end of a year. Thus, Phase 1 utilities face the problem of how to dispatch and operate their systems throughout a year to minimize expected total operating costs, taking into account allowance allocations, potential allowance surrender, and uncertainty about utilization of different units. This paper elucidates this problem and describes an approach to solving it incorporated in UCS Manager, a new software product. This approach involves calculating a dispatch adder for SO{sub 2} emissions that takes key uncertainties into account and reflects the true opportunity cost to the utility.
