This report, prepared by E-Tech, Inc., was funded by the U.S. Trade and Development Agency on behalf of the International Integration Association of Moscow, Russia. It presents the results of a study which was conducted to assess the economic and technical feasibility of converting the facilities of three Russian defense enterprises to the production of rechargeable batteries and battery packs for sale to the Russian domestic market and to international commercial markets. The three issues that are addressed in the report include: (1) Whether or not a project of this nature can be successful in present-day Russia; (2) Are the Russian enterprises identified for this study are capable of executing the project; and (3) Whether a U.S. company with extensive battery manufacturing experience can carry out a project in Russia.
