U.S. international safeguards technical support programs

This paper addresses US policy for nuclear nonproliferation safeguards and implementation of that policy through development and application of international safeguards technology. The new initiative undertaken by the International Atomic Energy Agency (IAEA) Program 93+2 is addressed here with respect to four needs: broader access to information and nuclear facilities by inspectors, availability of advanced technologies for safeguards, interdependent cooperation between the IAEA and nations, and cost effectiveness of IAEA inspections for international safeguards.
