Nuclear power in Japan: The vision, the reality, the predicament

Technical Report ·
OSTI ID:26284
Japan`s nuclear power program must overcome many obstacles if its original vision is to be realized. As with all other nuclear power programs in the world, this vision is `energy independence through establishment of an indigenous nuclear fuel cycle and plutonium/breeder economy.` Japan`s nuclear program is now on the verge of full-scale commercialization of plutonium use. Can Japan still achieve its goal; How much political and economic risk does Japan have to take; Do the benefits outweigh these risks; What are Japan`s policy options. These are the questions that this paper addresses and tries to answer to help in solving the predicament the Japanese nuclear program now faces.
