Title: {sup 154}Dy level structure beyond the {open_quotes}terminating state{close_quotes}

Our earlier works have shown that a pronounced reduction in the transition quadrupole moment from {approximately}200 to {approximately}1 W. u. occurs at spin 34+ (s-band) along the yrast line. The prolate collective rotational structure is then continued by the oblate single-particle configurations. This was explained by the band termination theory. To further study the property of {sup 154}Dy beyond this spin region, we performed an experiment using the reaction of {sup 122}Sn ({sup 36}S, 4n) {sup 154}Dy and the Gammasphere. Both the s-band and the ground state band (GSB) were extended to 44+. The observation of some nonyrast levels made it possible to see the descent of oblate configurations towards the yrast line with increasing spin until they cross the GSB and the s-band and become yrast.
