Title: Case study: Utility-University partnership at Arizona State University

The Utility-University Demand-Side Management (DSM) Program Partnership at Arizona State University (ASU) was formed several years ago out of budget issues. Budgets at state universities have been tight the last few years, and some programs have been eliminated. Facilities Management, which should have significant resources to address energy issues at the university, even found itself without an engineer on staff. ASU covers over 1 sq mi and has approximately 43,000 students on campus. The state legislature mandated energy-conservation savings at the university. Without any infrastructure to implement DSM programs, the university formed groups consisting of people from Arizona Public Service Company (APS) and those on campus that had an interest in finding and implementing campus energy savings. Groups formed within the College of Engineering, among students, and with personnel from APS and the Facilities Management Center for Energy Systems Research. Because ASU is a high energy consumer, there were many opportunities to find savings. This paper describes the steps ASU has taken toward addressing a DSM plan, though not implemented yet. APS provided funding for a lighting study, and a student conducted survey resulted in the decision to relamp one classroom office building. Follow-on studies show a 41 kW drop in lighting demand as a result, in just this one building. Retrofits for other buildings are being scoped, and submitted into capital budget requests.
