Illinois` push for choice in competitive electric market: Energy Choice 2000

Energy Choice 2000 was designed by the Illinois Coalition for Customer Choice to promote a new regulatory structure that provides choices for all users of electricity. The Coalition is a unique partnership of utility customers (including the Illinois Manufacturers` Association, the Chemical Industry Council of Illinois and the Illinois Industrial Energy Consumers) and a utility company (Illinois Power). Energy Choice 2000 is a comprehensive legislative reform proposal based on eight fundamental principles that promote regulatory reform and competition in the utility industry. These principles are: (1) an orderly transition to a competitive environment, (2) customers choices, (3) alternative forms of regulation, (4) pricing flexibility, (5) guarantees for core customers (6) streamlined regulation, (7) option to form GENCOs, and (8) defined role of regulation in a competitive environment. The emphasis of the proposal is CHOICE. Choice for the customer and choice for the utility. Competition provides the avenue that will allow the customer to choose and obtain the best value based on his needs and wants. For some customers, value will be based on the ability to competitively source an energy supply. For others it will be price plus services and reliability. Yet, for other customers it may be the reassurance and ease that comes with remaining with the current utility and having prices remain under the control of a regulatory body such as a state utility commission. It is the role of the utility to work with the customer to identify these needs and then to determine how it can best serve the customer, i.e., provide value-added services better than the other competing firms. Energy Choice 2000 provides utilities the opportunity and flexibility to bring these value-added services to the customer.
