This report will discuss the purposes and objectives of the Institutional and Societal Issues Study of AHS (Automated Highway Systems) at the precursor level. The societal areas of public acceptance impacts were investigated. Institutional issues as they relate to the public/private arena, with a particular emphasis on issues affecting commercial motor carriers also were investigated.
