The reaction {sup 168}Er({ital d},2{ital n}{gamma}) and conventional in-beam {gamma}-ray spectroscopy have been used to assign, for the first time, many {gamma}-ray transitions to {sup 168}Tm. On the basis of {gamma}-{gamma} coincidence data, some of these observed {gamma} rays are identified as transitions between the low-spin members of rotational bands in {sup 168}Tm, specifically, those with {ital K}{sup {pi}}=3{sup +}, (3{sup {minus}}), and (4{sup {plus_minus}}).
