Rotational bands have been populated in {sup 129}Cs with the {sup 122}Sn({sup 11}B,4n) reaction using a 50-MeV {sup 11}B beam. The Stony Brook six-element BGO suppressed Ge array and BGO multiplicity filter was used to collect {gamma}-{gamma} coincidence data. The low-K {pi}h{sub 11/2} yrast band was observed to be crossed by a {Delta}I=1 neutron aligned {pi}h{sub 11/2}({nu}h{sub 11/2}){sup 2} band. The alignment of a pair of neutrons from the upper {nu}h{sub 11/2} midshell exerts a strong {gamma}-driving force to change the nuclear shape from prolate ({gamma}=0{degrees}) to oblate ({gamma} = -60{degrees}). The oblate neutron-aligned band is characterized by strong M1 transitions and no signature splitting as previously determined in the {sup 131}La isotone. The {pi}h{sub 11/2} {direct_product}{gamma}-vibration band was also observed. Recoil-distance lifetime measurements in {sup 129}Cs were carried out with the same reaction; the results will be discussed.
