Competition in the electric industry: The influence of PURPA, PUHCA, and transmission access

During the 1980s, competition in electricity generation emerged as an important factor in the American electric industry. Further changes that will improve the competitive market are imminent in law and regulation. This article discusses how competition has affected the industry and what else should be done. Topics include the following: the Public Utility Holding Company Act of 1935 (PUHCA); the need for PUHCA reform; and other needed reforms.
