Outage cost estimation guidebook

In today`s competitive business environment, utilities need to know the value of service reliability to customers in order to make sound investments in reliability improvement projects. This report is a comprehensive guide for estimating the cost of power outages to customers. It covers market-based and survey-based methods for estimating outage cost, a seven-step outage cost estimation framework, and survey design and sampling strategies that have proven successful in actual field implementation. The report also contains field-tested sample surveys for estimating the outage cost of residential customers, commercial customers, and industrial customers, as well as sample applications of outage cost estimates in generation, transmission, and distribution planning.
