This document presents the results of an EPA study concluding that public opposition to the siting of hazardous waste management facilities, especially landfills, is a critical problem. Provides insight into those factors which give rise to public opposition to the siting and operation of hazardous waste facilities. Identifies actions taken to try to reduce or overcome opposition. Stresses the need for providing the public with more information. Appendices include case studies, New England regional commission report, and information on state regulatory agencies.
