Assessing effects of priority substances to the atmosphere

In Canada, substances on the Priority Substances List (PSL), are assessed by two Federal Government Departments, Environment Canada and Health Canada. Environment Canada is currently revising its ecological risk assessment methods for the evaluation of existing priority substances. Indirect effects to human health mediated through changes to the atmospheric environment are considered under s. 11 (b) of the Canadian Environmental Protection Act. Possible changes to the atmosphere include: climate change, physical changes to the atmosphere such as stratospheric ozone depletion and tropospheric ozone formation. In previous assessments, the potential to cause an effect such as ozone depletion was mainly considered on a qualitative basis by examination of the substance`s physical/chemical properties. Although it is difficult to quantitatively characterize such effects, several methods are available or are under development. Examples of such methods will be examined and discussed in this presentation.
