Ohio`s progress as host state for the Midwest Compact

Ohio joined the Midwest Interstate Low-Level Radioactive Waste Compact in 1984, and was appointed first alternate host state behind Michigan in 1987. After Michigan was expelled from the Compact in 1991, Ohio became the host state, with the responsibility for siting the first regional disposal facility. Since that time, Ohio has made slow but steady progress in developing the enabling legislation necessary to fulfill its obligation. Almost immediately after becoming host state, Ohio began negotiations with the remaining five members of the Compact to amend the Compact agreement. Ohio sought to gain additional assurances related to subsequent host state responsibilities, clarification of the responsibilities of the host state, and veto authority over some decisions that the Commission may make in future deliberations. These negotiations took place over two years, and resulted in an amended Compact agreement that was approved by all six member states at the November 1993 meeting of the Midwest Compact Commission.
