This article is a discussion of the outfall from the announcement that the Environmental Protection Agency and the Colorado Department of Health plan to fine the Department of Energy for failing to submit a cleanup study by the deadline set under a legally enforceable compliance agreement for Rocky Flats. A major (and positive) change that resulted was that full operational control was turned over the DOE`s Environmental Restoration and Waste Management.
