An energy policy consensus is within reach

This article is a discussion of the 20-year effort to develope a national energy policy. For the majority of this time frame, the Aspen Institute has convened a group to search for a consensus on energy issues, but their lack of consensus has mirrored the public policy debate. This year, however, there were broad areas of agreement on both energy policy and the need for action. The general consensus is that three key elements form the core of an effective and politically accepotable policy: (1) increased natural gas use, (2) increased energy efficiency, and (3) energy export leadership.
