This final environmental impact statement (FEIS) describes the no action condition and five other alternatives for acreage limitation and water conservation rules and regulations. The study area is located throughout the 17 Western States of Arizona, California, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, and Wyoming. Due to the broad study area and the nature of the Federal action, the alternatives are evaluated at a Westwide level. The Preferred Alternative was developed with the benefit of public comments on the Proposed Acreage Limitation and Water Conservation Rules and Regulations and a draft environmental impact statement. The significance of the overall impacts on a 17 Western States basis is considered to be minor.
