Safety parameter display systems-10 years later

The Safety Parameter Display System (SPDS) was approved for implementation at all nuclear power plants in November 1980 with the publication of NUREG-0737 as statement of Nuclear Regulatory Commission (NRC) policy. In December 1982, Supplement 1 to NUREG-0737 was published to provide clarification of the specific Emergency Response Capability requirements imposed on all licensees by Commission order. The stated purpose of the SPDS was to aid control-room operators in rapidly and reliably determining the safety status of the plant during an emergency. In 1985 the NRC staff began conducting a series of postimplementation audits at operation reactors to determine the status of SPDS implementation. Although no serious safety concerns were uncovered, many problems were identified, and few systems fully met the requirements as established in NUREG-0737, Supplement 1. By 1988 about 50 audits had been conducted and over 80 safety evaluation reports issued. The results indicated that approximately 70% of the SPDs, declared operational by utilities, did not meet one or more of the basic requirements of Supplement 1 to NUREG-0737.
